Contents: Informs agent that Mr. Cooper, who has applied for a license to trade with Indians has not furnished an invoice of goods intended for trade, so the license could not be granted. Mr. Cooper also requested to keep possession of the Agency House on condition that a house of equal value be built at his expense. I am sure no such arrangement will be approved by the Dept.

Contents: Describes complaints received about sub agency from traders and Indians due to the great number of whites residing within without license or permission. In general they are worthless characters and are having a demoralizing effect on all Indians with whom they reside. Directs attention to this problem.

Comments: This letter is not found in the Index to the original. Also, see letter from S.I.A.St.L. to J.W. Deadrick, sub agent at Council Bluffs on 7/20/1842 informing him of his dismissal from the service. (pg 185). S.I.A. may have been protecting himself with this letter; the previous sub agent had been fired; probably the new one had not arrived yet.

Contents: The habit of granting permits or temporary licenses to almost any applicant is injurious to the Indians and contrary to the Intercourse laws. As per instructions from the War Department of January 23, only the regularly licensed traders who are permanently established can be permitted to trade.

Contents: Instructs Cummins to proceed against George Simpson who applied a few days ago for a license to trade with the Arapahos. Although the license was made out and the bond furnished, he apparently took the bond from the office & never called for the license. It is assumed he intends to violate the intercourse law & wishes to avoid the penalty of the bond.

States he does not consider the evidence strong enough to warrant the seizure, and orders Elliottt to deliver the goods back to Pearson & Cooper.

Contents: Informs Carpenter that his predecessor, Mr. Callaway, has revoked the trading license of P. Chouteau Jr. & Co. He claimed their agents interfered with his duties. A letter from Major Graham says that Osage chiefs complained about Mr. Callaway. Requests that Carpenter look into the matter and make a report to the St. Louis office regarding this matter.
