Born August 6, 1931, in Norfolk, England, Olivia A. Fisher immigrated to the United States on September 26, 1951. She lived in the Kansas City area before marrying Robert F. Bennett on July 16, 1971.

When he was elected the 39th governor of Kansas, she became the First Lady, serving from 1975 to 1979. As the official hostess of Cedar Crest, the governor's residence, she entertained official state guests and assisted with tours for state citizens. She led several volunteer efforts including the March of Dimes and other organizations.
