General Federation of Women's Clubs of Kansas

Introduction

The General Federation of Women’s Clubs of Kansas (GFWCK) is the State affiliate of an international women’s organization dedicated to community improvement by enhancing the lives of others through volunteer service.

1890 Kansas became a charter member of the national General Federation of Women’s Clubs (GFWC).
“And what they dare to dream of . . . dare to do.”

Kansas club women represent the full spectrum of lifestyles of women today: married, single, with or without children, homemakers, women in the marketplace, professional women, career women - all interested in self improvement as well as community improvement.

There are clubs for all ages and interests. The exchange of knowledge is via The Kansas Clubwoman magazine that every member receives.

The accomplishments of GFWC of Kansas are part of the history of the many communities of this state and the nation. As members of the General Federation of Women’s Clubs International, the largest organization of volunteer women in the world, Kansas club members have the advantage of suggested projects with support materials, sponsors, leadership development opportunities and experienced direction. “U N I together, we can make a difference.” (Courtesy General Federation of Women’s Clubs of Kansas)

For GFWCK administrative purposes, the State is divided into six districts.

Biography

The earliest clubs established in the State of Kansas include Friends in Council of Lawrence, established in 1877; Zodiac, established in 1878; and Social Science Club (State), established in 1880.

Social Science Club of Kansas and Western Missouri, 1881 - 1895

The women’s clubs of Kansas organized as the Social Science Club of Kansas and Western Missouri. In 1881, over 100 women from Eastern Kansas and Kansas City, Missouri, met in Leavenworth, Kansas, to organize. Originally, the cities represented were Atchison, Leavenworth, Lawrence, Topeka, and Wyandotte (present day Kansas City) in Kansas and Kansas City, Missouri. This organization prospered for twelve years, adding women in Ottawa, Emporia, Wichita, Hutchinson, Fort Scott, and Newton, Kansas, and St. Joseph, Missouri, to their membership. The Social Science Club of Kansas and Western Missouri was among the original charter members of the General Federation of Women’s Clubs in 1890.

Kansas State Social Science Federation, 1895 - 1904

For fifteen years, the Social Science Club of Kansas and Western Missouri represented the women’s clubs of Kansas and the western part of Missouri. However, the women soon realized that they needed to organize a state federation if they were to hold an effective place in the General Federation of Women’s Clubs. Therefore, in 1894 the women of Kansas severed their ties with Missouri, and organized the Kansas State Social Science Federation. They held their first annual meeting in Leavenworth in April 1895.

By 1900 the women of Kansas organized a traveling library system, inspired by the GFWC, and had over 3,000 books in their collection. Furthermore, the Kansas State Library supported their efforts, and the Kansas Legislature passed a bill making this official. This bill also established the Traveling Libraries Commission, of which a member from the Kansas State Social Science Federation would always be a representative. The Kansas Federation of Women’s Clubs through its members and affiliated organizations organized 86 per cent of the libraries in Kansas (1).

The growth of the Kansas Federation was so great that the women deemed it necessary to organize districts. Not merely self-involved, the women simultaneously worked to investigate the condition of female prisoners at the State Industrial School for Girls (the present Beloit Juvenile Correctional Facility) and advocate industrial training for them during their confinement. An outgrowth of this project was the establishment of industrial training as a component of the public school education system as well.

Education, children, and their welfare have always been central to the focus of women as mothers and benefactors of society. Therefore, in 1903 the Kansas Federation submitted a resolution to Congressman Victor Murdock asking for the support of the bill to establish the Children’s Bureau in the United States. He championed the bill and appointed Julia Lathrop, who first brought the bill to the Kansas Federation, as the first head of the Children’s Bureau. Women of the Kansas Federation were also behind the movement to establish kindergartens with public school funds. Scholarship loan funds and traveling art exhibits soon followed these endeavors.

Kansas Federation of Women’s Clubs / General Federation of Women’s Clubs of Kansas – 1904 - Present

In 1907, through the original gift of $10 the women established a Scholarship Loan Fund. The loan fund grew to $75,000 by 1947 and enabled thousands of girls to attend school. During the nineteen-teens the women worked to eradicate tuberculosis from the state, raised money to supply the men of the All-Kansas Regiment with a recreation building, musical instruments to start a band, and money for overseas recreational work. During World War I the women raised money to buy bonds, organizing fund raising events, canned fruit, and even canceled their meetings to save fuel for the “boys overseas.”

The nineteen-twenties brought changes in the types of work the Kansas Federation took on, as the organization continued to grow. The women established an organization to work with the returning war veterans to help them in whatever ways needed. The women also took on a more active role in assisting the advancement of women’s education through various means. For instance, in 1923 they established the Music Talent Fund, a scholarship loan program for needy women music students which still exists today. The Penny Art Fund, a similar program for Kansas artists was established to allow the KFWC to purchase works by Kansas artists.

The “dirty-thirties” did not slow down the club women, who found new people to help, and new issues to support. Not only did the KFWC sponsor a essay contest on citizenship, to whom they awarded the winner a trip to Topeka, they also found broader issues to combat. Due to the economic hardship suffered by so many during this period, the women supported the Adjusted Service Certificate Law of 1924, which provided a bonus for World War I veterans, payable in 1945. The “Bonus Army” was another group advocating the early payment of this bonus. The women also advocated a Mother’s Pension Law, an early form of welfare payments to mothers during this time. The women also sponsored the adoption of the Kansas State Flag, via Miss Stella Haines. One of the most pervasive effects of the KFWC’s efforts at this time was the establishment of a censorship board for “talking movies.”

The women cancelled their April 1945 biennial convention due to restrictions on travel. The Office of Defense Transportation banned conventions, and the women conducted much of their business, including that year’s election through mail. Officers traveled to meet in many of the various districts, to reduce the number of people traveling. By 1948, the women were back to their regular club work, and started their art exhibit program as well as printing a poetry booklet entitled The Silver Lining. Club history became increasingly important as many of the clubs and districts began celebrating their fiftieth anniversaries, and contests were held to encourage good record keeping.

By the 1950s and 1960s the women focused on public welfare, including advocating better treatment of the poor, sick, mentally ill and handicapped, as well as the physically handicapped in the United States and abroad. The focus on history continued from clubs to women of Kansas, as the 6th District published their history on pioneer women entitled Petticoat Pioneers of the Midwest. Primarily, the women of the KFWC continued their efforts to improve their communities, better themselves, and help those who needed advocacy or assistance in any way.

In 1985, the name of the Kansas Federation of Women’s Clubs was changed toGeneral Federation of Women’s Clubs of Kansas (GFWC of Kansas). The name change was made after GFWC International encouraged state organizations to identify club and state names more closely with GFWC so clubs could more easily be identified throughoutthe nation.

In 1988, Centennial History: GFWC Kansas Federation of Women’s Clubsbook was published. Mae Wenger, Powhattan,was centennial history book chairman and, with the help of many club members, compiled a hundred years of history into this volume.

Scope and Contents

Redistricting took place in 1933 due to the dissolution of the Fifth District. Before redistricting, all KFWC districts corresponded to the congressional districts for the State of Kansas.

First District – 1890

Mrs. Mary Tenny Gray of Wyandotte (now part of Kansas City) and Mrs. C. H. Cushing of Leavenworth helped to organize the Traveler’s Club in 1881. Mrs. Gray served as its president for twenty-three years. These women called a meeting of the prominent women from Topeka; Leavenworth; Lawrence; Wyandotte; Kansas City, Missouri; and Atchison on May 9, 1881. These women decided to band their women’s clubs together, and named the new grouping the Social Science Federation. Nine clubs originally started the Social Science Federation. The Social Science Federation changed its name to the Kansas State Social Science Federation in 1895, and then to the Kansas Federation of Women’s Clubs in 1904.

Second District – 1902

Mrs. Ella Hill Kinsely called the meeting of women that formed the second district in Paola on January 16, 1902. She was also the first president of the Second District of the Kansas Federation of Women’s Clubs. In 1925, one county, five city federations, and four new clubs were added. Today the Second District includes Allen, Anderson, Bourbon, Douglas, Franklin, Johnson, Linn, Miami, and Wyandotte counties.

Third District – 1898

The Third District was organized in Arkansas City on March 15, 1898. The first meeting took place in Winfield on October 27, 1898. Mrs. Grace Potter Johnson served as the first president.

Fourth District – 1901

Mrs. J. H. Humphrey of Junction City organized the Fourth District on April 4-5, 1901. By 1903, there were eleven clubs. In 1921, there were twenty-one clubs. In 1919, there were forty-eight clubs in ten counties and five county federations. From 1922 to 1923, there were forty-seven clubs with 1,187 members. By 1931 there were sixty-four clubs with one 1,207 members. During the redistricting of 1933, the old Fifth District dissolved, and the Fourth District absorbed parts. When the Fifth District dissolved it had fifty-two clubs, twenty-six of which came to the Fourth District. By 1945, there were seventy clubs in the Fourth District.

Fifth District –1896

Mrs. S. B. Peters of Newton began the organization of the district in 1896. She was the first president of the Seventh District, which became part of the present Fifth District. The Seventh District merged with the Eighth District, which was then divided among the First, Fourth, and the old Sixth Districts. In 1923, there were five counties in the Fifth District.

Sixth District – 1902

Mrs. Ollie Royce of Phillipsburg called together prominent women of the area to her home to organize the Sixth District in 1902. In Smith Center, on March 21, 1902, 150 representatives and visitors, joined by State President Mrs. W. A. Johnson officially organized the District. Eighteen clubs and six individuals composed the district, which included clubs in Cawker City, Beloit, Smith Center, Stockton, Oberlin, Lebanon, Mankato, Goodland, Norton, and Esbon. This federation dedicated itself to the advancement of women in literature, science, and art. At the time of redistricting in 1933, 18 clubs from Republic, Cloud, and Saline Counties were added to the 6th District’s roster.

Seventh District

Mrs. S. R. Peters, vice president of the Social Science Federation issued a call to women for organizing this district. Twenty-five delegates representing 13 clubs met in Newton on December 29th and 30th, 1896. By 1946, the 7th District’s 50th Anniversary, 145 clubs, and 3,250 members were part of the membership.

Eighth District – Part Became Fifth District

No longer a current district, it was absorbed by the 5th District.
